During his undergraduate years he attended Utah Valley State College, Brigham Young University and Western Michigan University, where he received his bachelor's degree in English with an emphasis on creative writing. He earned his master's in curriculum and instruction and his doctorate in public affairs from the University of Nevada-Las Vegas.

Kellogg was born Feb. 24, 1973, in Bitburg, Germany, where his father was serving in the United States Air Force, and he died Aug. 17, 2023. Kellogg is survived by his wife Gabby, his son Caleb, his daughter Brynn, his parents Melvin Lee and Penny D. Kellogg, and his siblings Carrie Hernandez, Dameon Kellogg, and Christopher Kellogg.

A Celebration of Life will be held on Saturday, Sept. 9, 2023, at 10 a.m. at the Church of Jesus Christ of Latter-day Saints, 6449 Glenridge Drive NE, Sandy Springs, GA 30328. Condolences may be left online at Dignity Memorial.
