Reservation Process for Freedom of Expression Procedure

Dahlonega Campus:

From August 19, 2024 to November 4, 2024, the primary designated public forum space will be unavailable due to an event. Reservation requests during this time period will be considered for the patio space between Price Memorial Hall and Hansford Hall.

I. Definitions

  1. Designated Public Forum: The following areas are designated by the University for Expressive Activity:
    1. Cumming Campus – the grass area near the South patio adjacent to the Nighthawk Statue
    2. Dahlonega Campus – the west side of the promenade nearest the Drill Field; however, in the event a University activity or campus event has been previously scheduled to occur in the vicinity of this area at such time as the Designated Public Forum may otherwise be used in accordance with this Policy, the patio space between Price Memorial Hall and Hansford Hall will serve as the Designated Public Forum for a time period beginning one hour before the commencement of such previously scheduled event through one hour after the conclusion of such previously scheduled event
    3. Gainesville Campus – the grass area stretching from the Student Center to the Strickland Building
    4. Oconee Campus – the grass area between the quad walkway and the Library wing of the Student Resource Center
    5. Blue Ridge Campus – the grass area in front of the sidewalk/plaza area in front of the building
  2. Expressive Activity: Communicative conduct or activity, other than commercial speech/activity, that is protected by the First Amendment of the Bill of Rights of the United States Constitution, such as public speeches, demonstrations, marches, protests and picketing, and the distribution of literature.
  3. Invited Guests: A person who is not an employee or current student at UNG, but is invited and accompanied by a UNG employee or student.  For the purpose of Expressive Activity, Invited Guests should always be accompanied by their UNG employee or student host.
  4. Limited Public Forum: Areas with limited access for Expressive Activity and that may be limited to particular groups, for particular purposes, or during particular times. Limited Public Forum spaces of special note include classrooms (when not being used for instructional or academic purposes), the Dahlonega campus's Drill Field (when not being used for military training or other scheduled events), the Dahlonega campus's Convocation Center (when not being used for scheduled events), and other reservable areas.
  5. Non-Public Forum: Areas that are not Traditional Public Forums, Designated Public Forums, or Limited Public Forums. Examples include, but are not limited to, residence hall rooms, faculty and staff offices, administration buildings and offices, student health centers, libraries, the Pine Valley Recreation Area (Dahlonega campus), Colonel Ben Purcell Formation Plaza (Dahlonega campus), Retreat Triangle (Dahlonega campus), and Memorial Wall (Dahlonega campus) and other memorial areas on any of the campuses. These forums will be restricted to use for their intended purpose and are not available for Expressive Activity.
  6. Registered Student Organization or RSO: Any number of University students who have (i) formed a student organization or group, (ii) complied with University requirements for such organization or group to become a registered student organization, and (iii) obtained University recognition as a registered student organization. RSOs are formed around a shared interest or activity. RSOs include but are not limited to fraternities, sororities, student groups, sports clubs, and co-curricular organizations and clubs.
  7. Spontaneous Expressive Activity: Expressive Activity that is (i) conducted by University Community Members and their Invited Guests, (ii) prompted by news or affairs coming into public knowledge within 72 hours prior to such activity, and (iii) not planned more than 48 hours prior to such activity.
  8. Traditional Public Forum: The public streets and sidewalks surrounding UNG campuses. For University Community Members and their Invited Guests, the unrestricted outdoor areas of the University are deemed Traditional Public Forums.
  9. University Community Member: Any persons actively enrolled at or employed by the University, including faculty, staff, administrators and employees, and recognized University-affiliated entities such as University foundations and RSOs. In cases where an individual is asked to provide identification to verify their status as a University Community Member and fails or refuses to do so, the University will consider such individual, for purposes of this Policy, not to be a University Community Member
